[03/01/2014] - The City of El Paso’s One-Stop Shop will now issue TollTags and accept payments for the CÉSAR CHÁVEZ EXPRESS TOLL LANES.
[11/10/2013] - Thanksgiving Holiday Schedule for Collections, Landfill, and Drop-off Sites
Trash & Recyclable Collections
  • No collections Thanksgiving Day

The Greater El Paso Landfill is located at 2300 Darrington Road and is normally open from 7 a.m. to 4 p.m. Monday through Saturday.  Citizen Collection Stations are regularly open from 8 a.m. to 4 p.m. Tuesday through Saturday.  Locations include 121 Atlantic Road, 4200 Delta Drive, 2492 Harrison Avenue, 4501 Hondo Pass Avenue, and 1034 Pendale Road.

@Joel: I don't think the owner is notified automatically, unless the renter/inhabitant cannot be notified and the city has taken action and is trying to charge the person responsible with the resulting cost.
You might want to contact the City's Code Enforcement (please copy and paste web address):

...to verify this. But as far as I know, the inhabitant gets only notified/cited.

We have talked to the residents near us on several occasions. As tenants and not owners, perhaps they cannot be expected to invest the same amount of care in the appearance of the property as those who own their homes. Home ownership involves not only pride, but the expectation that someday the house will be worth more than what was originally paid. Responsibility should fall upon the owners and managers of rental properties to maintain these houses within an acceptable minimum standard, as defined by the standards generally seen throughout the neighborhood. It is obvious that certain properties have not been kept clean and tidy, and these make the rest of the neighborhood look bad- notably the north end of Loma del Sol. When the city receives a complaint, is the actual owner of the property made aware of the situation?

Thank you for your posting, I completely agree. I assume, people having contacted their neighbor and have gone nowhere and seek advise how to proceed.
There are of course different relationships between neighbors, but communication is always key as many are not even aware there is something annoying or even being noticed.
Again, thank you for bringing up this point.

Hey ya'll ! Im new to this site and am very thankful we got the card for me to be involved in our neighborhood. I would like to opinionate that all of the negative comments about barking dogs, tall weeds etc,, being who I am,, if I have an issue with a neighbor, I simply make some cookies or something and try and peacefully and cordially handle it myself between my neighbor and I. I mean, why cause animosity between neighbors, we are all here to watch out for each other and we should extend that courteousness if there are problems or issues as well. I look forward to being a part of my neighborhood and thank you for allowing me to express my opinions. Have a wonderful day!!

Normally that would be code enforcement. But if the person is not caught in the act by authorities, e.g. like barking dogs, this is next to impossible to control.
The issue is a recurring subject in our neighborhood meeting - where we can only encourage members to bring plastic bags and clean up after themselves.
Sorry, I wish there was a solution, or at least an effective recommendation.

Whom within our City Government is responsible for enforcing the ordinance requiring persons walking their animals on public streets and in its parks to collect fecal matter and properly dispose of it?

stearl, if the dogs are a clear public hazard, you could call 911 or in a lesser emergency the police department at 832-4400.
If the dogs are just running free, Animal Services might be able to do something (842-1000).
For barking dogs, finally, you can call code enforcement (599-6290), but these cases are rarely successful, they need to come an measure the actual noise level at the time they arrive. If the dogs are not barking then, there reportedly is little legal leverage.

They issue a warning, which should take care of things. If that doesn't work, they will come and fix it themselves and send a bill to the owner (or person responsible).

How can the owner of a rental house be compelled to maintain the outside of the property when the tenants have do desire to do so? I'm specifically referring to weeds that are in excess of 12" tall, trash in the yard, etc. This house has been a chronic eyesore, excepting those rare times when responsible tenants lived there or when the house was being prepped for sale or re-leasing. Does the city need to be notified?
